("Layer 7" helps nobody; "Main Nav" communicates layer content.) Each state - on/off/rollover - on separate, clearly identified layers. Flash/animation placeholders (use a single-frame, still image). Points where special technologies and complex functionalities integrate. An accompanying GIF or flattened Photoshop or Fireworks file that shows how the page should look once rebuilt in HTML. This reference document is a critical part of any template.
